Certified Accident Reconstructionist
Deemed an "expert" witness and possesses certifications from the University of North Florida, Institute of Police Technology and Management, Texas A&M and several others.

Certified Field Training Officer
Certified by the University of North Florida, Institute of Police Technology and Management, accredited courses through the Law Enforcement Television Network, and the NH Police Training & Standards Council.

Certified Crime Scene Technicians
Certified by the Mass Criminal Justice Training Council, instructed by the Federal Bureau of Investigation's Training Officer, with advanced training from the NH Police Training and Standards Council, and Sirchie Laboratories Inc., Youngsville, N.C. Credited with solving several breaking and entering crimes in Salisbury and neighboring communities through lifted latent prints.

Certified Sexual Assault Team
Comprised of a sergeant, a female investigator and a police liaison assigned through the Women's Crisis Center of Greater Newburyport who are MCJTC certified in sexual assault and social service intervention investigations. Their training has included; Domestic Violence/Stalking Seminars, Teen Dating Seminars, Multidisciplinary Forensic Interviews, Child Abuse and Neglect, Understanding the Sex Offender, Child Abuse and Exploitation Investigative Techniques Training and It Takes a Village to Raise a Child training.

Certified Crime Prevention Officer
Training by the Mass Criminal Justice Training Council in all aspects of crime prevention and an active member in the Mass Crime Prevention Officers Association.

Certified Forensic Photographers
Certified by the MCJTC, the Polaroid School of Law Enforcement Imaging, and the School for Law Enforcement Photography, Glynco, GA.

Certified Train the Trainers
Certified Breathalyzer Instructor, HIV/AIDS Awareness, Survival Learning Theory, Use of Force Litigation Issues, Certified Auto Theft Investigator, Oleo Capsicum Spray, Handgun Retention, and Incident Command System.

Certified Long-rifle Sharpshooters
Certified through the NH Police Training and Standards Council for five hundred (500) yard Sniper, Counter Sniper sharpshooting.

Certified Composite Drawers
Certified through the MCJTC in manual and computer imaging for assistance in crime identification.

Certified Telecommunicator Instructor
Certified through Associated Public Safety Communication Association, the MCJTC and the Statewide Telecommunications Board (E91 1), for dispatcher training and certification.

Certified Telecommunicators
Certified through Associated Public Safety Communication Association. All are additionally trained in liability issues through "Power-Phone" and all are "Emergency Medical Dispatch" trained. Dispatchers are integral members of police department operations and, as such, they perform a variety of administrative and specialized law enforcement support tasks.

Certified Homicide Scene Investigators
Certified through the NH Police Training and Standards Council through Practical Homicide Investigators, Inc..

Certified Community Policing Training Officer
Instructed by the Police Executive Research Forum, an adjunct of the U.S. Bureau of Justice Administration and certified by the MCJTC and the Mass Committee on Criminal Justice.

Certified Firearms Instructors
Certified in revolver, semi-automatic and shotgun instruction through the MCJTC.

Certified High Risk and Warrant Entry Team Members
Through the International Association of Chiefs of Police sponsored instruction, six (6) Salisbury officers are currently trained and certified in this capacity for use locally, as needed, and as task force members with the Northeast Merrimack Valley Drug Task Force.

Certified Arson, Cause & Origin Investigators
The police and fire departments have certified trained investigators for a partnership approach to fire investigation. These members are trained and do respond to fire investigations as a team to determine fire " cause and origin". The employees were trained by the U.S. Treasury Department, Division of A.T.F., the Massachusetts Firefighting Academy, and the Fire Cause and Origin School, Glynco, GA.

Certified Paramedic and EMT-1
Two (2) full-time members of the department have been previously employed by AMR Ambulance Service. Both are also certified MCJTC certified First Responder and CPR instructors.

Certified Crisis Negotiators
Two (2) department members have been trained in crisis negotiations through the University of North Florida, Institute of Police Technology and Management.

Certified Armorer
Certified small arms armorer through the Smith & Wesson Armorer's School, Springfield, Massachusetts.

Other Department Certifications include:
Law Enforcement Internet Intelligence Investigator, Water Search and Rescue Team, Robbery and Burglary Investigation, various levels of Narcotic Enforcement and Investigation training, certified Motorcycle Operators through the Northwestern University, certified Motorcycle Instructor, certified Police Mountain Bike Operators, Child Protective Seat Installation,  and a specialist in the investigation of Internet Crime and Child Pornography. All supervisors have received advanced supervisory training and advanced specialized training in critical incident command.

The Town of Salisbury is the northernmost town in Massachusetts, bordering the state of New Hampshire. Settled in 1638, Salisbury boasts 367 years of seaside history. With five miles of white sandy beach and easy accessibility from two major highways making Salisbury a popular attraction, the permanent residency of 7,800 swells to 30,000 during the summer months.

The Salisbury Police Department currently consists of twelve (12) sworn Civil Service police officers, four (4) full-time and three (3) part-time civilian dispatchers. Our   in-house administrative support consists of one (1) administrative assistant and our building is maintained by one (1) part-time janitors.

The Salisbury Police Department patrols 16.5 square miles that are divided into two sectors, an uptown patrol and a beach patrol. We operate twenty-four (24) hours a day and because of service demands, shift complements are typically stronger during the late evening and early night hours.

The Salisbury Police building, built in 1932 and currently failing despite some renovation work, is located in the heart of the beach commercial district. Increases in summer activity almost mandate a beach location, although related problems could be overcome with modern-day specialized transportation means should relocation eventually be found necessary.

Our beach location has created problems by lending itself to some community isolation and alienation. The geographic makeup of the community, being almost two  separate communities, accentuated by a flattened hourglass aerial view, has contributed to this isolation. This single means of ingress and egress has created some realistic and perceptual barriers to the political and operational integrity of the police department.

Despite the geographic limitations, we have been able to provide a viable community-wide service, and we continue to professionally broaden our community service capability. Police, by nature, are generalist. However, as you see from the qualifications covered on the left, most officers and dispatchers of this department also possess skilled specializations as well as being graduates of certified police training academies and other educational institutions.
