Police Chief David J. L'Esperance
Chief L'Esperance joined the department as
its Chief on April 24, 2006. He came
to the department from the West Newbury Police Department, where he held the rank of Sergeant.
He holds a Bachelor of Science degree in Criminal Justice from Springfield
College and a law degree from the Massachusetts School of Law. He passed
the bar in 2003 and has had a private practice in Lynn, MA.
Sergeant Kevin Sullivan
Sgt. Sullivan is the department's Patrol Commander and is second in charge. As
Patrol Commander, he oversees more than twenty sworn officers, including all
aspects of Patrol, Parking Enforcement, Internal
Affairs, the Animal Control Officer, Firearms, Bike Patrol, and Motorcycle
Patrol. He was the department's DARE officer until 2003. Over two thousand
students graduated from the DARE Program during that time.
Sgt. Sullivan joined the department as a Special Police Officer in 1977 and
became a Reserve Police Officer in 1980. He became a full-time Patrolman in
1984 and was promoted to the rank of Sergeant in 1993. He resides in the
Town of Salisbury and is married, with two sons.
Detective-Sgt. Richard Merrill Jr.
Det.-Sgt. Merrill joined the department as a Special Police Officer in 1979 and
became a Reserve Police Officer in 1983. He became a full-time Patrolman in
1986 and was promoted to the rank of Sergeant in 1996. He is
currently assigned as the head of the Criminal Investigation Division. He specializes in
crime scene investigations. As the head of CID, Det.-Sgt. Merrill is in charge
of Detectives, Courts, Arsons, Sexual Assaults, and the Department of Social
Services (DSS). He is also a member of the Multi-Jurisdictional Drug Task
Force and is currently the Firearms Officer in charge of issuing FID and LTC
permits.
Sergeant Robert J. Roy
Sergeant Roy joined the department as a Special Police Officer in 1985 and became
a Reserve Police Officer in 1987. He became a full-time Patrolman in 1992 and
was promoted to the rank of Sergeant in 1998. He served as Interim Chief of
Police from January to April, 2006. He is a graduate of Northern
Essex Community College and has an Associates Degree in Criminal Justice. He
is certified in accident reconstruction and is the coordinator of technology
for the department. He was
instrumental in creating the adopted protocols for unified response to
disaster in the public schools. He is certified in the installation of child
protective seats and is an instructor for the Mature Driver Refresher Course. Sgt.
Roy is also a certified motorcycle instructor and is involved in many
community policing programs, including Project Lifesaver, Child Identification
initiatives and TRIAD.
Sergeant Eugene
“Chuck” Scione
Sergeant Scione joined the department as a Special Police Officer in 1981 and
became a Reserve Police Officer in 1985. He became a full-time patrolman in
1995 and was promoted to the position of Sergeant in July of 2005. He is in
charge of Special Operations and is
certified in crime scene investigation, arson investigation and crime scene
photography. He was the department's K-9 handler until July, 2005, when
Alba was retired.
Sergeant Anthony King
Sergeant King joined the department as a Special Police Officer in 1990 and
became a Reserve Police Officer in 1994. He became a full-time Patrolman in
1997, graduating first in his class at the academy. He was promoted to the
rank of Sergeant in January of 2007. Sergeant King is a graduate of Springfield College
with a Bachelor of Science Degree in Human Services and a Masters
Degree in Social Criminal Justice/Organizational Management and Leadership. He
is the departmental lead instructor in C.P.R. and First Responder, Firearms,
Patrol Rifle and Less Lethal Munitions. He is certified and co-instructs
in Defensive Tactics, Handcuffing and Expandable Baton and has been involved
in the Field Training Officer program since 1998. He serves as a
fire/arson investigator for the department and is assigned to the regional S.W.A.T. Team.
Sergeant King is a Narcotics
Investigator for the department's Criminal Investigative Division. In
addition, he also serves as the department community police officer
responsible for creating Neighborhood Watch programs and is a certified member
of Project Life Saver.
Detective Mark Thomas
Detective Thomas joined the department as a
Special Police Officer in 1985 and became a Reserve Police Officer in 1987.
He became a full-time Patrolman in 1997. Detective Thomas has a Juris
Doctorate Degree from the Massachusetts School of Law. He graduated cum
laude from Springfield College, where he received a Bachelors Degree in
Criminal Justice. He is assigned to CID as a Detective and is the
department's Court Prosecutor, Homicide Investigator, Arson Investigator,
Sexual Assault/Rape Investigator, and is a member of the Multi-Jurisdictional
Sexual Assault Unit and Drug Task Force. He is a member of the S.W.A.T.
Team, and is the department's DWI/Roadside Field Sobriety Instructor. He
is also the department's Union President. Detective Thomas also serves
as the Public Relations Officer for the Salisbury Police Department.
Detective Kevin Pike
Detective Pike joined the department as a
Special Police Officer in 1976 and became a Reserve Police Officer in 1977.
He became a full-time Patrolman in 1984 and was assigned to CID as a Detective
in October of 2006. He is a graduate of
Northern
Essex Community College and has an Associates Degree in Criminal Justice. He
is a Firearms Instructor for the department and is also a department sniper.
Officer Daniel
McNeil
Officer McNeil joined the department as a Special Police Officer in 1981 and
became a Reserve Police Officer in 1983. He became a full-time Patrolman in
1993, graduating second in his class at the academy. He is a member of a
multi-jurisdictional SWAT
Team. Officer McNeil is a
Defensive Tactics Instructor in several different styles of defense, including PPCT, CDT and MDTS. He is also an Expandable Baton Instructor, as well as a
Pepper Spray Instructor and Use of Force Instructor. He is also an instructor
in the new EMD technology, commonly referred to as the TASER. Officer McNeil
is a tire deflation device instructor. He is the department’s
Internet Crimes Investigator, specializing in child exploitation. He is the
Assistant Systems Administrator for the department computers and is trained in
the construction of computer-generated composites. He heads up the
department's Project Lifesaver Program, which provides a means to locate lost
residents with special needs. He is also the Breathalyzer
Instructor and the principle motorcycle operator for the department.
Officer McNeil is also a member of a multi-jurisdictional Search and Recovery
Dive Team.
Officer Michael
Alder
Officer Alder joined the department as a
Special Police Officer in 1980 and became a Reserve Police Officer in 1984.
He became a full-time Patrolman in 1994. He is a Firearms Instructor for the
department and also the Armorer.
Officer Steven Sforza
Officer Steven Sforza joined the department
as a Special Police Officer in 1995 and became a full-time Patrolman in 2000.
Officer James
Leavitt
Officer Leavitt joined the department as a
Special Police Officer in 2000 and became a Reserve Police Officer in 2002.
He served the department as a full-time Dispatcher from 2001 to 2006. He
became a full-time Police Officer in October of 2006. He is a member of the
Salisbury Police Department Honor Guard. Officer Leavitt served on Active Duty
with the US Air Force from 1989-1999 and is a Gulf War Veteran. He is
currently a Master Sergeant (E-7) with the New Hampshire Air National Guard.
He served on Active Duty from 2003-2004 and again in 2006 to support the Iraq War.
Officer Bruce Dow
Officer Dow joined the department as a Special Police Officer in 2000 and
became a Reserve Police Officer in 2002. He became a full-time Police
Officer in May of 2006. He is a member of the Salisbury
Police Department Honor Guard.
Officer Brian Smith
Officer Brian Smith joined the department
as a Special Police Officer in 1988 and became a Reserve Police Officer in
1995. He is a department sniper and is a member of the Salisbury Police
Department Honor Guard.
Officer Michael
Magnifico
Officer Magnifico joined the department as
a Special Police Officer in 1989 and became a Reserve Police Officer in 1990.
He has a Bachelors Degree from UMASS Amherst.
Officer Keith Forget
Officer Forget joined the department as a Special Police Officer in 2003 and
became a Reserve Police Officer in 2007. He
has a Bachelors Degree in Criminal Justice from UMASS Lowell. He currently
serves as Court Officer and is also a
Dispatcher.
Officer Craig LeSage
Officer LeSage joined the department as a Special Police Officer in 2003 and
became a Reserve Police Officer in 2007.
Officer Robert Ferullo
Officer Ferullo joined the department as a Special Police Officer in 2000. He
has a Bachelors Degree in Criminal Justice from Salem State College.
Officer Patrick Szymkowski
Officer Szymkowski joined the department as a Special Police Officer in 2003.
He has an Associates Degree from
Northern
Essex Community College.
Officer Kurt Calderwood
Officer Calderwood joined the department as a Special Police Officer in 2001.
He has an Associates Degree in Criminal Justice from Northern Essex Community
College. He is certified as an E-911 Dispatcher.
Officer Joseph Anderson
Officer Joseph Anderson joined the department as a Special Police Officer in
May of 2005. He has an Associates Degree in Criminal Justice from North Shore
Community College. He is also certified as an E-911 Dispatcher.
Officer Dennis Lucia
Officer Dennis Lucia joined the department as a Special Police Officer in May
of 2005 and became a Reserve Police Officer in May of 2007. He has a Bachelor of Science Degree in Civil Engineering.
Dispatcher Kristine Harrison
Dispatcher Harrison joined the department as a full-time Dispatcher in 1990
and became the Senior Dispatcher 2000. She has an Associates Degree
from Northern Essex Community College in Administration, an Associates Degree
from Jacksonville State University in Public Safety and a
Bachelors Degree in
Emergency Management
with a minor in Public Safety from Jacksonville State University. She is a Certified Training Officer and is the LEAPS Representative
for the department.
Dispatcher Donna Powierza
Dispatcher Powierza joined the department as a full-time Dispatcher in 1994.
She is the coordinator for the Are You OK? Program (RUOK) and is responsible
for processing accident reports and records requests. Dispatcher Powierza
coordinates the Business Site File.
Dispatcher Monica Carnes
Dispatcher Carnes joined the department as a full-time Dispatcher in 2003.
She is a graduate of Northern Essex Community College and has an Associates
Degree in Criminal Justice.
Dispatcher Scarlette Mellow
Dispatcher Mellow joined the department as a part-time Dispatcher in 2006.
Dispatcher/Administrative Assistant Melissa Fordham
