Interim Chief/Executive Officer Robert J. Roy

Executive Officer Roy joined the department as a Special Police Officer in 1985 and became a Reserve Police Officer in 1987. He became a full-time Patrolman in 1992 and was promoted to the rank of Sergeant in 1998. He served as Interim Chief of Police from January to April, 2006. He is a graduate of Northern Essex Community College and has an Associates Degree in Criminal Justice. He is certified in accident reconstruction and is the coordinator of technology for the department. He was instrumental in creating the adopted protocols for unified response to disaster in the public schools. He is a certified instructor for the Driver Refresher Course. Executive Officer Roy is also a certified motorcycle instructor and is involved in many community policing programs, including Project Lifesaver, and Child Identification initiatives. He was promoted to executive officer on March 2, 2011.


Administrative Assistant Fran Cooper

Administrative Assistant Cooper joined the department in June 2008 as the Administrative Assistant to the Chief of Police. She has an ABA approved paralegal certificate from Northern Essex Community College, a Bachelors Degree from UMASS Lowell, as well as a Masters Degree from UMASS Lowell.


Sergeant Eugene “Chuck” Scione

Sergeant Scione joined the department as a Special Police Officer in 1981 and became a Reserve Police Officer in 1985. He became a full-time patrolman in 1995 and was promoted to the position of Sergeant in July of 2005. He is in charge of Special Operations and is certified in crime scene investigation, arson investigation and crime scene photography. He was the department's K-9 handler until July, 2005, when Alba was retired.


Detective-Sgt. Anthony King

Det.-Sgt. King joined the department as a Special Police Officer in 1990 and became a Reserve Police Officer in 1994. He became a full-time Patrolman in 1997, graduating first in his class at the academy. He was promoted to the rank of Sergeant in January of 2007. Det.-Sgt. King is a graduate of Springfield College with a Bachelor of Science Degree in Human Services and a Masters Degree in Social Criminal Justice Management. He has served as the Department's lead instructor in C.P.R. and First Aid, Firearms, Defensive Tactics, Handcuffing and Expandable Baton and has been a certified Field Training Officer since 1998. He served for 8 years as a member of the regional S.W.A.T. Team and is currently assigned to the regional Dive Search and Rescue Team and the Northeast Regional Drug Task Force. He is currently the Detective Supervisor in charge of the Department's Criminal Investigations Divisions. He has extensive training involving homicide and sexual assault investigation, narcotic investigation, crime scene investigation, arson investigation, property investigation, interview and interrogation, and search warrant preparation. He is married and a father of three children. He has strong community ties by being a volunteer coach for football and baseball.


Sergeant Daniel McNeil

Sgt. McNeil joined the department as a Special Police Officer in 1981 and became a Reserve Police Officer in 1983. He became a full-time Patrolman in 1993, graduating second in his class at the academy. He is a member of a multi-jurisdictional SWAT Team. Sgt. McNeil is a Defensive Tactics Instructor in several different styles of defense, including PPCT, CDT and MDTS. He is also an Expandable Baton Instructor, as well as a Pepper Spray Instructor and Use of Force Instructor. He is also an instructor in the new EMD technology, commonly referred to as the TASER. Sgt. McNeil is a tire deflation device instructor. He is the department’s Internet Crimes Investigator, specializing in child exploitation. He is the Assistant Systems Administrator for the department computers and is trained in the construction of computer-generated composites. He heads up the department's Project Lifesaver Program, which provides a means to locate lost residents with special needs. He is also the Breathalyzer Instructor and the principle motorcycle operator for the department. Sgt. McNeil is also a member of a multi-jurisdictional Search and Recovery Dive Team. He was recently promoted to acting sergeant.


Officer Michael Alder

Officer Alder joined the department as a Special Police Officer in 1980 and became a Reserve Police Officer in 1984. He became a full-time Patrolman in 1994. He is a Firearms Instructor for the department and also the Armorer. He currently is the School Resource/Community Relations Officer for the department. He also is the crime prevention officer. He is also the vice president of the Salisbury Police Union and Association.


Detective Steven Sforza

Detective Sforza joined the department as a Special Police Officer in Nov. 1994 and became a full-time Patrolman on Oct. 1999. He is the department's firearms instructor as well as a traffic crash reconstructionist. He is a member of the Salisbury Police Department Honor Guard. He was in the U.S. Air Force and served on active duty in the New Hampshire Air National Guard during the first Gulf war. He was honorably discharged on October 1994. He was promoted to detective in 2010. Det. Sforza is certified in crime scene investigations, photography, and latent fingerprint classification and comparison. He is also certified in background investigations. He is also the secretary/treasurer of the Police patrolmen's union and the Salisbury Police Association.


Officer James Leavitt

Officer Leavitt joined the department as a Special Police Officer in 2000 and became a Reserve Police Officer in 2002. He became a full-time Police Officer in 2006. In addition to being a patrol officer, Officer Leavitt is the department's Domestic Violence Officer, Hate Crimes Officer, Neighborhood Watch Officer, a certified Sexual Assault Investigator and Instructor in CPR/First Responder and is also one of four Field Training Officers. He is also a member of the Greater Newburyport Domestic Violence High Risk Team. Officer Leavitt served on Active Duty with the US Air Force from 1989-1999, including service during both Operations Desert Shield and Desert Storm. Upon separating from Active Duty in 1999, he enlisted with the New Hampshire Air National Guard, and currently holds the rank of Master Sergeant (E-7). He served on Active Duty with the ANG during Operation Enduring Freedom from 2003-2004 and deployed to Iraq in 2006 in support of Operation Iraqi Freedom. Officer Leavitt has an associate's degree in Healthcare Administration from the Community College of the Air Force, and is currently enrolled in a Bachelor's Degree program at Salem State University, majoring in Criminal Justice with a minor in Leadership/Management. He is a proud member of the Salisbury Police Department Honor Guard. He is also the president of the Salisbury Police Union and Association.


Officer Bruce Dow

Officer Dow joined the department as a Special Police Officer in 2000, then a Reserve Police Officer in 2002. He became a full-time Police Officer in May of 2006. He received an instructors award from MBTA Academy in 2006. He is also a motorcycle operator for the department. He has been trained in terrorists threats and detection. He is a member of the Salisbury Police Department Honor Guard.


Officer Timothy Hunter

Officer Hunter joined the department as a Special Police Officer in 2002 and became a full-time Police Officer in 2005. He is a graduate of Anna Maria College, where he received a Bachelors Degree in Criminal Justice. He received his Masters Degree in Criminal Justice in 2005. He is certified in crime scene investigations, photography, and latent fingerprint recovery techniques. He is one of the Department's Field Training Officers. He is also a member of the Salisbury Police Department Honor Guard.


Officer Keith Forget

Officer Forget joined the department as a Special Police Officer in 2003 and became a Reserve Police Officer in 2007. He became a full-time Police Officer in June 2008. He graduated in May of 1999 with a Bachelors Degree in Criminal Justice from UMASS Lowell. He is the Firearms Licensing Officer and Evidence/Records Officer for the department. He also served as the Court Officer and a Dispatcher. He has training in Police Mountain Bike Patrols, Terrorists Threat Stand-Off Assessment, and State Firearms Licensing Laws.


Officer Patrick Szymkowski

Officer Szymkowski joined the department as a Special Police Officer in 2003. He has an Associates Degree from Northern Essex Community College. He became a full-time Police Officer in 2010.


Officer Rich Dellaria

Officer Dellaria joined the department as a Special Police Officer and a certified E-911 dispatcher in March of 2008. He is a graduate of UMass Lowell, where he received a Bachelor's Degree in Criminal Justice in 2008. He also has a certificate in Advanced Roadside Impaired Driving Enforcement (A.R.I.D.E). He is also trained in drug interdiction related to motor vehicle stops. He became a Reserve Police Officer in April 2010. He became a full time police officer in 2011.


Officer Mike Tullercash

Officer Tullercash started as a special police officer for the Salisbury Police in May 2004. Officer Tullercash transfered to the Ipswich Police Department in June 2006. He will be joining the Salisbury Police Department as a full time police officer.


Officer Brian Smith

Officer Smith joined the department as a Special Police Officer in 1988 and became a Reserve Police Officer in 1995. He is a department sniper and is a member of the Salisbury Police Department Honor Guard.


Officer Dennis Lucia

Officer Lucia joined the department as a Special Police Officer in May of 2005 and became a Reserve Police Officer in May of 2007. He has a Bachelor of Science Degree in Civil Engineering.


Officer James Pollard

Officer Pollard joined the department as a Special Police Officer in 2008 and became a Reserve Police Officer in 2010. He has an Associates Degree in Business Management from Northern Essex Community College and a Bachelors Degree in Business Management with a concentration in operations management from Merrimack College. He is certified in E911 Dispatch and in Emergency Medical Dispatch.


Officer Michael Magnifico

Officer Magnifico joined the department as a Special Police Officer in 1989 and became a Reserve Police Officer in 1990. He has a Bachelors Degree from UMASS Amherst.


Officer Robert Ferullo

Officer Ferullo joined the department as a Special Police Officer in 2000. He has a Bachelors Degree in Criminal Justice from Salem State College.


Officer Timothy Rivet

Officer Rivet joined the department as a Special Police Officer in April 2006. He is currently enrolled in UMASS Lowell majoring in Criminal Justice. He is a certified Motorcycle Officer and is certified in C.O.B.W.E.B. He is a graduate of the Lowell Police Academy.


Officer Dave Delling

Officer Delling joined the department as a Special Police Officer in 2007. He has a Bachelor's Degree in Business Administration from Emmanuel College and a Certificate in Computer Technology from Franklin Institute.


Officer Neil Moody

Officer Moody joined the department as a Special Police Officer in 2010. He graduated the NERPI Academy in 2010. He has an Associates degree in Criminal Justice from Northern Essex Community College and a Certificate in Law Enforcement. Officer Moody is certified in E911 emergency medical dispatching as well as law enforcement dispatching.


Officer Josh Sindoni

Officer Sindoni joined the department in 2010. He is a graduate from Rivier College with a bachelors degree in Criminal Justice. He is also certified in E911 Dispatch.


Officer Ryan Collins

Officer Collins joined the department in 2010. He is a graduate from Suffolk University with a bachelors degree in Criminology and Law. He is also certified in E911 Dispatch.


Officer Craig Goodrich

Officer Goodrich joined the department in 2011. He is also a part time dispatcher. He is currently in training to become a special police officer.


Officer John Lannon

Officer Lannon joined the department in 2009. He is now attending Westfield State University majoring in Criminal Justice. He is a graduate the NERPI Police Academy. He is currently in training to become a special police officer. He is also certified in E911 Dispatch.


Traffic Enforcement Officer Kyle Roy

Traffic Enforcement Officer Roy joined the department in 2010. He currently maintains this website. He is a graduate of Amesbury High School and is now attending Northern Essex Community College majoring in Criminal Justice. He is also certified in E911 Dispatch.


Traffic Enforcement Officer Jesse Hofmann

Traffic Enforcement Officer Hofmann joined the department in 2011.


Traffic Enforcement Officer Justin Arseneau

Traffic Enforcement Officer Arseneau joined the department in 2012.


Dispatcher Kristine Harrison

Dispatcher Harrison joined the department as a full-time Dispatcher in 1990 and became the Senior Dispatcher 2000. She has an Associates Degree from Northern Essex Community College in Administration, an Associates Degree from Jacksonville State University in Public Safety and a Bachelors Degree in Emergency Management with a minor in Public Safety from Jacksonville State University. She is a Certified Training Officer and is the LEAPS Representative for the department. She received her Masters in Homeland Security from Jacksonville State University on April 30, 2010.


Dispatcher Donna Powierza

Dispatcher Powierza joined the department as a full-time Dispatcher in 1994.


Dispatcher Monica Fitzpatrick

Dispatcher Fitzpatrick joined the department as a full-time Dispatcher in 2003. She is a graduate of Northern Essex Community College and has an Associates Degree in Criminal Justice.


Dispatcher Scarlette Balkus

Dispatcher Balkus joined the department as a part-time Dispatcher in 2006. She became a full-time dispatcher in 2007.
